Cumming Utilities works with other utilities to permit the installation of infrastructure within the City’s right-of-way.

Payment for the use of the City’s ROW is managed in some cases via a Franchise Agreement with the utility. In other cases, individual agreements are reached with each utility company regarding rent per structure or per mile of line installed.
