Leak Policy

Water is a precious resource and leaks must be repaired quickly. It is the responsibility of the customer to maintain their plumbing, service lines, sprinkler systems, plumbing fixtures, etc. in proper working order AT ALL TIMES. However, Cumming Utilities realizes that customers periodically have leaks and other associated issues. If the city notifies you of a leak, IT IS YOUR RESPONSIBILITY TO FIND THE LEAK AND REPAIR IT WITHIN 30 DAYS OF BEING NOTIFIED. Our system is very accurate and our meters do not read high.  A leak adjustment may be considered, but is not guaranteed. Cumming Utilities may make a leak adjustment by taking an average of the customer’s water bills for 2 months. The remainder of the cost above the customer’s average water bill will be cut in half. Cumming Utilities will write-off 50% of the bill amount above the average and the customer will be responsible for the remaining 50% (plus the amount of the average bill). Please allow 30 to 60 days to process your request.

Leak adjustment decision will be based on the following:   

  • All leak Adjustment requests shall be filed on the appropriate form provided by Cumming Utilities.
  • All forms shall include a receipt for parts/supplies used to complete the repair or a paid repair bill from a licensed plumber. In the event a customer makes his/her own repair and does not have a receipt for parts/materials, a notarized letter detailing the repairs that were made will be required.
  • All Leak Adjustments must be filed within ninety (90) days of the billing date reflected on the first bill indicating the leak (your first higher than normal bill);
  • Leak Adjustments are limited to one (1) adjustment every 24 months.

Ineligible Accounts: Leak adjustments are not eligible for the following accounts:

  • Developer accounts, builder accounts; apartment complex and master meter accounts.
  • Delinquent (past due) accounts. Customers are required to continue to keep their account in good standing during the review of their leak adjustment request; this includes paying their account in full by the due date each month. Customers unable to pay their bill in full due to higher than normal leak bill, may request payment arrangement with the office.
  • Requests within ninety (90) days of completion of new home construction/issuance of a Certificate of Occupancy.
  • Irrigation systems; Irrigation water consumption is not eligible to receive an adjustment at any time. IT IS THE CUSTOMERS RESPONSIBILITY TO PROPERLY MAINTAIN THEIR SPRINKLER SYSTEMS AND EQUIPMENT AND KEEP THEM IN PROPER WORKING ORDER.
